The Lobo Unit, USAFFE Guerrilla was originally considered by the United States army as part of the Pandita Area, DI Combat, Free Luzon Area, 6th Military District guerrilla outfit under the command of one Danny Flores. The mother organization was not favorably considered for recognition by the United States Army. In this page is a transcription1 of a final letter from the United States Army’s Philippine-Ryukyus Command informing one Jacinto Maranan of Lobo, Batangas, of the entire guerrilla outfit’s non-recognition.

Dear Mr. Maranan:

This will acknowledge receipt of a history of the activities of the Lobo Unit, submitted by you to this headquarters on 31 December 1947.

This unit, carried in our files as the USAFFE Guerrilla, Lobo Unit, Minde Area, was considered as part of the Pandita Area, DI Combat, Free Luzon Area, 6th Military District, under the command of Mr. Danny Flores, which organization was not favorably considered for recognition by this headquarters on 7 June 1946.

Pursuant to the policy of this headquarters to avoid the appearance of arbitrary decisions in the area of claimant guerrilla units, a request for reconsideration of this unfavorable decision was accepted by this headquarters. A thorough review was made of all information on which the original decision of non-recognition was based, and a detailed examination was made of the additional evidence submitted in connection with this request. This protracted study, however, failed to reveal sufficient material to warrant modification of the original unfavorable decision. As a result, the organization was not favorably reconsidered on 26 September 1947. A letter to this effect was dispatched to Mr. Danny Flores, 215 Earnshaw Int 19, Sampaloc, Manila. Subsequent to this date, Mr. Flores presented further evidence to this headquarters. A careful examination of the final evidence revealed no material deemed sufficient to warrant further consideration of this organization.

Inasmuch as this organization has received all the consideration that is warranted, no further consideration being justified, the unfavorable decision rendered by this headquarters on 7 June 1946, substantiated by the reconsideration study on 26 September 1947, and the resultant findings of the recent examination of the final evidence submitted by Mr. Flores, remains final.

The history of activities of your unit, however, will be placed in the unit file for record purposes.

1. Basic, letter from Mr J B Maranan, CO, 2nd Bn, Lobo Unit, Minde Area, containing history of that unit, forwarded for addition to unit file.

2. This unit, known as the USAFFE Guerrilla, Lobo Unit, Minde Area, was initially NFC’d on 7 June 1946 and NFC’d for reconsideration on 26 September 1947 as part of the Pandita Area DI Combat, Free Luzon Area, 6th MD, under the command of Mr. Danny Flores. The organization of Mr. Flores submitted further evidence during the month of December 1947. Examination of this evidence failed to warrant further consideration of the unit request for recognition.

3. A perusal of the information contained in the letter of Mr. Maranan reveals no material to justify further consideration of this unit.
