The Fil-American Irregular Troops or FAIT was a large guerrilla organization founded by the retired United States Army Colonel Hugh Straughn and had many affiliate units in Southern Luzon, including Batangas. The 6th Infantry Regiment, McKinley Division, which operated in the town of Lemery, was one of these. In this page is a transcription1 of a document prepared by one 1st Lt. Delfin Jaranilla, Jr. with recommendations on the 6th Infantry Regiment’s request to submit a revised roster.

(1) From 1st Lt D Jaranilla, Jr    TO: Capt E R Curtis

1. Basic ltr fr Dominador R Encarnado, dated 15 Oct 47, requests a copy of the ltr fr this Hq, dtd sometime in July 47, to D R Encarnado, Lemery, Batangas, whereas his present address is 177 Bambang, Pasig Rizal. Bsc ltr further requests that D R E be allowed to submit a revised roster of the 6th Inf, McKinley Div, FAIT, and additional supporting papers which had been submitted by him to Braulio Sedano, CO, McKinley Div, FAIT and which, due to Sedano’s illness have not been submitted to this Hq.

2. Examination of the records of the 6th Inf, McKinley Div, FAIT discloses:

a. That on 23 July 1947, this Hq addressed a ltr to Mr Dominador Encarnado, Lemery, Batangas informing him that the 6th Inf, McKinley Div, FAIT was not favorably considered for modification of the original decision of non-recognition. D R E was further informed that the said ltr constituted the final determination and action upon the claim for recognition of the Subj. unit. This ltr was based on an NFC reconsideration report of Lt Pete C Breaz dtd 18 July 1947.

b. No revised or screened roster has been submitted for the subj unit and no such screened roster has been authorized by this headquarters. On the other hand, several complaint letters received by this Hq point out the fact that Dominador R Encarnado and Braulio Sedano have twice solicited contributions from members of the 6th Inf, McKinley Div, FAIT in order to recover ₱15,000.00 allegedly paid to AFWESPAC investigating teams, and that those members who did not contribute are stricken from the roster, which roster was for 400 men only (Tabs A & B). These accusations are apparently borne out by this request to submit a revised roster of 400 men for the 6th Inf, McKinley Div.

3. RECOMMENDATIONS: It is recommended:

a. That a copy of the ltr, this Hq, dtd 23 July 47, sent to Mr Dominador R Encarnado, Lemery, Batangas, be sent to Mr D R Encarnado at 117 Bambang, Pasig, Rizal Province; and

b. That this Hq refuse to accept the revised roster of

400 men for the 6th Inf, McKinley Div, FAIT, and the additional supporting papers allegedly withheld by Braulio Sedano.
