Memo to Lobo Unit Company Commanders on the Behavior of Members, March 1943

The Lobo Unit, USAFFE Guerrilla was originally considered by the United States army as part of the Pandita Area, DI Combat, Free Luzon Area, 6th Military District guerrilla outfit under the command of one Danny Flores. The mother organization was not favorably considered for recognition by the United States Army. In this page is a transcription1 of a memorandum issued to company commanders of the Lobo Unit detailing expected behavior among officers and enlisted men of the unit given certain occasions and circumstances.

MEMORANDUM TO:
ALL COMPANY COMMANDERS.
LOBO UNIT MINDE AREA.

1. Company commanders must enforce to all men under his command the following rules and regulations for the betterment and safety of the unit and of the civilians:

(a) No officers and enlisted men are authorized to carry with them their rifles or sidearms to places where there are celebrations or the cockpit, except when properly authorized by this headquarters for [an] important mission or on guard or patrolling duties. Company Commanders are not within the scope of this memorandum.

(b) No officers and enlisted men should be permitted to detail civilians as guards or couriers to any place whenever they are assembled or when they are in serenading occasions.

(c) No officers and enlisted men may be permitted to ride no horseback within the poblacion or to places very near the garrison for the Japanese are fond of horses; nor should they ride without the proper consent and permit of the true owner, otherwise violation of this memo with the true evidence would authorize the Company Commanders to punish the offenders accordingly.

(d) Officers and enlisted men going in bunches or in groups to non-important missions not authorized by their superior officers are strictly prohibited or dropping in bunches at a single house, forcing the owner to prepare food for them; also within the scope of this memo and violation of this rule means disciplinary action by the General Headquarters.

(e) No officers and enlisted men may be permitted by their Company Commanders to hold occasions in order to invite women for their satisfaction or to force the lady of his love for human satisfaction, and violation of this memorandum would be dealt with accordingly [by] this Headquarters.

2. Compliance with this memorandum is so desired by this Headquarters for the betterment and safety of the unit and the inhabitants as a whole.
